摘要

　　农村基础设施是提高农民生产生活水平的物质基础，关系广大农民的切身利益。加强农村基础设施建设，是农村经济社会发展的重要内容，是国家实施农村振兴战略的一项重要任务，更是工业反哺农业、缩小城乡差距，全面实现小康社会的重要举措。目前，我国农村基础设施建设和发达国家相比还比较落后，国内不同地区之间发展也不平衡，难以满足人民的生产生活需要，严重制约着我国农村经济和社会的发展。因此，各级政府需要进一步加强对农村基础设施建设的重视程度，建立健全相关制度机制，加大财政扶持力度，更好的促进农村经济社会发展，是一项事关广大农民切身利益的大事。

　　200年到2017年，中央一号文件连续14年将“三农”问题摆在政府工作的重要位置。党的十九大报告指出，要坚持优先发展农业农村，按照产业兴旺、生活富裕、生态宜居、乡风文明的总要求，建立健全城乡融合发展体制机制和政策体系，加快推进农业农村现代化。

　　本文的研究内容主要是以公共品理论和市场失灵理论为基础,运用文献资料法与实践法相结合、实证分析法与规范分析法相结合、统计描述法与图像分析法相结合,展开对财政扶持下的农村基础设施建设研究。首先，明确农村基础设施的概念和特征，并对农村基础设施建设进行理论分析；其次，从 F 市农村基础设施建设的发展历程和目前状况入手,详细地分析了 F 市农村基础设施建设中存在的问题及出现问题的原因；最后,针对存在的问题及原因，提出了加强农村基础设施建设的政策建议。

　　通过研究财政扶持下的农村基础设施建设，发现制约农村基础设施建设的问题和原因，从而为增加资金投入、优化投资结构、提高资金使用效率等方面提供理论依据，促进农村基础设施快速发展，提高农民生产生活水平。

Abstract

　　Rural  infrastructure  is  the  material  foundation  for  improving  the  production  and  livingstandards  of  farmers,  which  is  of  vital  interest  to  farmers.  Strengthening  the  construction  ofrural infrastructure is an important part of rural economic and social development. It is also animportant task for the state to implement the rural revitalization strategy. At present, the ruralinfrastructure construction in our country is backward compared with the developed countries,and the development between different regions of the country is not balanced.Therefore, it is amatter of vital interest to farmers that governments at all levels should pay more attention torural  infrastructure  construction,  establish  and  improve  relevant  institutional  mechanisms,increase  financial  support  and  better  promote  rural  economic  and  social  development.  The19th  National  Congress  of  the  CPC  pointed  out  that  priority  should  be  given  to  thedevelopment of agricultural rural areas and that institutional mechanisms and policy systemsfor integrated urban and rural development should be established and improved in accordancewith  the  general  requirements  of  a  prosperous  industry,  a  prosperous  life,  an  ecologicallylivable life and a rural culture, so as to speed up the modernization of rural agriculture.

　　Based on the theory of public goods and market failure, this paper uses the combinationof literature and practice, empirical analysis and normative analysis, statistical description andimage analysis to carry out research on rural infrastructure under financial support.Firstly, theconcept and characteristics of rural infrastructure are clarified and theoretical analysis of ruralinfrastructure construction is carried out; Secondly, from the development course and presentsituation of rural infrastructure construction in F city, the paper analyzes the existing problemsin rural infrastructure construction and the reasons for them. Finally, according to the existingproblems and reasons, the paper puts forward some policy suggestions to strengthen the ruralinfrastructure construction.

　　Through  studying  the  construction  of  rural  infrastructure  under  financial  support,  thepaper finds out the problems and reasons that restrict the construction of rural infrastructure,thus  providing  theoretical  basis  for  increasing  capital  input,  optimizing  investment  structureand  improving  the  efficiency  of  capital  use,  promoting  the  rapid  development  of  ruralinfrastructure and improving the production and living standards of farmers.
